Job Classification Form - Do I need one?

Before a Local 92 Member can register on the "board" (Local 92 "out-of-work list") they must file with the Local 92 Edmonton Union Office a signed and dated "Job Classification Form" indicating the jobs they are capable of performing and qualified to perform (and want to be dispatched as); photocopies of any relevant training certificates or licenses; and any other relevant job skills they possess. 


Members can only bid on a job if that job skill is indicated on their "Job Classification Form" prior to bidding (i.e. - you can bid for "jackhammer work" only if you have "jackhammer" indicated on your "Job Classification Form" prior to bidding). Members can bid on a job requesting a training certificate only if a current copy of that training certificate is on file at the Local 92 Edmonton Union Office prior to bidding. It is the Member’s responsibility to ensure that their "Job Classification Form" (including copies of current training certificates) on file at the Local 92 Edmonton Union Office is current and up to date. Any changes or additions must be in writing and on file (including copies of training certificates) at the Local 92 Edmonton Union Office prior to bidding.

 Once a Member has filed a "Job Classification Form" with the Local 92 Edmonton Union Office the Member may then register their name on the "board" in person or by telephone. Blank "Job Classification Forms" are available at the Local 92 Edmonton and Ft. McMurray Union Offices.


What does "Putting your name on the board" mean and do I have to do it?

When a member is laid off, quits, or is discharged from a job they must contact the Local 92 Edmonton, Calgary or Fort McMurray Union Office to register their name on the bottom of the board. The Local 92 Edmonton, Calgary and Fort McMurray business agents will get confirmation from the employer (with ROE to follow) before a Member can register their name on the board.

Members who register on the board before job completion will be removed from the board, and will not be allowed to register on the board for 60 days. It is the Members responsibility to inform Local 92 upon job completion, that they be put on the "board".

The Local 92 Edmonton Union Office will maintain four (4) separate "boards" (four separate "out-of-work lists").

 
 A.  Apprentice/Trainee Members will be registered on the Local 92 "Trainee Board" only for General Construction and Industrial Maintenance (“GC&IM).

 
B.  A "Certified/Uncertified Board" only for General Construction and Industrial Maintenance (“GC&IM”).

 
C.  A “Janitorial Board” for those members who are admitted into membership at a reduced rate as a result of having been employed by a janitorial company.

 
D. A “General Workers” Board for those members working in Roadbuilding, shop work, non-industrial maintenance, and all other work not included in categories (A), (B) and (C) above. 


All references to “the board” throughout these Rules is understood to be a reference to the applicable board to which a member is entitled to be registered.


Job Orders/Dispatch Process

All job orders from contractors will be placed with the Local 92 Edmonton Union Office. All jobs will be dispatched out of the Local 92 Edmonton Union Office. 


All Members working for a Local 92 contractor must have a dispatch slip. Members who obtain work on their own from a Local 92 contractor must notify the Local 92 Edmonton Union Office and must have a dispatch slip. 


Any Member working for a Local 92 contractor while registered on the "Trainee Board", “Janitorial Board”, “General Workers Board” or "Certified/Uncertified Board" will be removed from the job site, and will not be allowed to register on the board for 60 days. 


When a Member is dispatched to work, their name is removed from the board ("out-of-work list") by the Local 92 Edmonton Union Office. 


The Local 92 Edmonton Union Office will print a list each week which is to be kept in Edmonton's office of members dispatched to work from the "Trainee Board", “Janitorial Board”, “General Workers Board” and the "Certified/Uncertified" Board.


How does the bidding for work process go?  

All job orders are on the bid system and are on the job recording and website. The Local 92 Edmonton Union Office advertises all job orders on a job recording. There are two different job recordings on every business day (Monday to Friday). The Member with the lowest number on the board that bids for work on each job recording (and meets all the requirements requested in the job order) is dispatched to work. Members who are bidding for work must have with them all tickets called for in the job order at the time of bidding and when they report to work. The Local Union and/or contractor will not be responsible for any allowances or expenses incurred of Members not meeting these provisions.

The first job recording is on from 11:30 a.m. to 2:30 p.m. (Monday to Friday). Members have until 2:30 p.m. that same day to bid on these jobs (in person or by phone) with the Local 92 Edmonton Union Office. The Local 92 Edmonton Union Office will notify successful bidders within one hour of bids closing (or the Member can call dispatch within this hour) and must speak directly to the Member (messages will not be left) or the job will go to the next lowest bidder.

The second job recording is on in the evening at 4:30 p.m. (Monday to Friday). Members can bid on these jobs in person or by phone with the Local 92 Edmonton Union Office the following business morning (Monday to Friday) between 8:00 a.m. and 10:00 a.m. The Local 92 Edmonton Union Office will notify successful bidders within one hour of bids closing (or the Member can call dispatch within this hour) and must speak directly to the Member (messages will not be left) or the job will go to the next lowest bidder.

Apprentice/Trainee Members can only bid on jobs advertised for Trainees. Apprentice/Trainees will only be dispatched if they are registered with the Alberta Apprenticeship Department and have a copy of their "Blue Book" in their possession at the time of dispatch, and will be dispatched as a Trainee 1, 2, or 3 based on hours of work history.

Any Member may add their name to and can bid on jobs advertised for the Janitorial Board or the General Workers Board.


Reporting for work rules

Members who accept a dispatch slip but do not report on the first day or have completed Alcohol and Drug testing will not be allowed to register on the board for 30 days, and upon a second offense (on the first day) will not be allowed to register on the board for 60 days.


7 Day Rule

If a member pulls a slip and the job is completed on or less than 7 days, the member will get their number back and there will be no strike against.


20 Day Rule

A member who is dispatched to a job for 20 days worked or less will get their number back on the board. Confirmation from the employer or Local 92 Business Agent does apply for the 20-Day rule. In the interim, the member must register their name on the bottom of the board. On the next dispatch, regardless of the duration, the Member will lose their number and must re-register at the bottom of the board.

Members who quit or are terminated for cause on jobs of 20 days worked or less will not get their number back and must register at the bottom of the board. If a member takes any action within the first 20 days worked or less to take advantage of this rule, such as requesting a lay-off, the Member will lose their number and have to register at the bottom of the board.

Any member found in violation of the dispatch rules shall be removed from the board and removed from the job site. All Members have the right to appeal the application of the dispatch rules, if applied to them personally, within 30 days, to the Business Manager. If the member is not satisfied with the decision of the Business Manager, the Member may submit their decision in writing or attend in person the next Executive Board Meeting and plead their case to the Executive Board. Any Member dissatisfied with the application of Local 92's dispatch rules may contact: General Executive Board Counsel.


Reduced Admission Rule

A person who is admitted into membership in Local 92 by paying a reduced initiation fee will not be eligible to put their name on the “Trainee Board” or the “Certified/ Uncertified Board”, or be dispatched under these two Boards unless and until they make application to the Local to be admitted and added to the appropriate “Trainee Board” or the “Certified/ Uncertified Board”, their membership has been accepted and they have paid the balance of the full initiation fee.

Once a member is accepted into membership for the purposes of being added to the “Trainee Board” or the “Certified/ Uncertified Board” and pays the balance of the full initiation fee they will be added to the bottom of the appropriate “Trainee Board” or the “Certified/ Uncertified Board” but may not be sent to work for a period of at least 120 days. A Member who is admitted under this Rule must keep their membership in Local 92 current before being dispatched to any job. A Member who is admitted under this Rule must comply with all of the Dispatch Rules above including but not limited to filling out a job classification form, putting their name on the Board and bidding on work.


Other Important Information

A Member who works under another collective agreement in the construction industry and accepts employment under that collective agreement in the geographical jurisdiction of Local 92 must immediately inform the Local 92 Edmonton Union Office, and their name will be removed from the board. Upon ceasing employment under the other collective agreement, the Member may then register their name on the bottom of the list. Any Member violating this rule will not be allowed to register on the board for 90 days upon completion of the other employment.


What if I am not in good standing?

A Member who is not in good standing may be removed from the job by the Local Union.

A Member must be in good standing to register and keep their name on the board. Members who are suspended for non-payment of monthly dues will be removed from the board, and can register on the bottom of the board after all re-admission fees are paid in full.


Can I be dispatched to an employer if I was previously discharged for cause by that employer?

A Member will not be dispatched to an employer if the Member was previously discharged for cause by the same employer, and the employer notifies the Local 92 Edmonton Union Office in writing that the Member is not eligible for re-hire and/or dispatch.


Members who are twice lawfully rejected by an employer for lack of skills, after being dispatched by the Local Union, will not be dispatched to a job requiring the same skills without first providing the Local Union with proof of further training and/or additional experience. All rejections and references from employers must be in writing and signed by a recognized company representative. Code of Performance will take precedence. Any Member found in violation of the dispatch rules shall be removed from the board and removed from the job site.


Can I appeal the application of dispatch rules?

All Members have the right to appeal the application of the dispatch rules, if applied to them personally, within 30 days, to the Business Manager. If the Member is not satisfied with the decision of the Business Manager, the Member may submit their complaint in writing or attend in person the next Executive Board Meeting and plead their case to the Executive Board. 


Certification of Skills

Certification from other provincial jurisdictions will be placed on the “Certified / Uncertified” out-of-work board and will be required to provide proof that meets all the criteria required to become a Red Seal Labourer in Alberta. Members with 3000+ hours of construction related experience, verified by employer records will be placed on the “Certified / Uncertified” out-of-work board and referred to work as an Uncertified Labourer. Members with between 2000 and 3000 hours of construction related experience, verified by employer records will be placed on the “Certified / Uncertified” out-of-work board, referred to work as an Uncertified Labourer and encouraged to enroll in the Local CCL Upgrading Program. Members with less than 2000 hours of construction related experience, verified by employer records, will require registration with the Alberta Apprenticeship and the Local's Training Center prior to being placed on the Trainee out-of-work board.
